The Chairman Plateau State House Committee on Local Government and Chieftaincy affairs, Hon Ibrahim Baba Hassan has vowed that the House committee under his leadership will stop at nothing but to implement laws to block the appointment of care taker committee chairmen in the state.
He condemned in its totality that the appointment of management committee chairmen in the state is illegal and will not be acceptable under APC watch.
He explained further that there is a lacuna in the appointment of local government management committee under the supervision of All Progressive Congress (APC) government in plateau state.
The former deputy speaker revealed that the public hearing organized under him is to checkmate grey area of law believing that the public hearing had laid a solid foundation towards preparation for fresh election in the state.
He cautioned that the laws also will make provision for the continuation of the local government system because it’s does not provide any room for care taker committee that people are criticizing.
Hon Ibrahim Baba Hassan reminded that the local government will not stay without elected member for more than 3 months as guaranteed by the constitution to be moving down to the grassroots level which will further unite the people.
Hon Hassan stated that government will ensure that its address the area of challenges which had caused serious setback to 1999 constitution of Nigeria ,adding, the law will stand because it’s even correcting the proceedings of the past legislation.
The former deputy Speaker ,Rt Hon Ibrahim Baba Hassan stated during a public hearing on local government committee stressed that all members who gathered today were to robbed their mind on the need for political reform which made the pronouncements on some laws .
Hon Hassan stated that the stakeholders meetings was involving critical stakeholders and the house of Assembly to contribute to the business of legislative issues to make laws that can moved us forward.
He called on the general public to contribute positively considering that they were carefully selected to add their own input in the electoral problems in Nigeria.
Hon Ibrahim Baba Hassan pointed out the challenges facing the legislation and the current laws which was contradicted were expression gratitude with the performance of the members for performing well in their responsible by cautioning that legislature is a collective duties.
What is wrong with the past law is that they are variant with one another any community that didn’t stand with one another will collapse which include the 1999 constitution ,2005,and 2007 to implement by allowing all the stakeholders to contribution on reform to reposition the third tiers of government .
The Deputy Speaker,Rt ,Hon Yusuf Adamu Gagdi said ,as a member of the Assembly, he explained that the laws that is been proposed by the executive is also sent to us at the plateau state house of Assembly while some people would misrepresent this but I have no fear to say that the governor fear .
He commended governor lalong for his visionary quality and has proved that he is a legal by allowing the legislature to organized public hearing on local government electoral problems which had contradict section 93,7of the 1999 2003 electoral law.
According to him,it’s time for the house to send the law without the apprehension of the management committee because there are other sections 7 of the 1999 constitution of Nigeria that gave power to the house of Assembly to make law regarding some of the local government.
Gagdi challenged that on the issues of salaries of a legislator is been paid 414,000.00 without tax been deducted as well as the local government chairman is been paid over 400,000.00 which warrant to justify the provision and if section 7 of the constitution as amendment gave power of appropriating finance of the local government then we are definitely going to talk about elected council chairmen.He disclosed that, “we are going to temper Justice with mercy because we didn’t call people for jocking matter so that we can implement the process into local government service”.Gagdi added that, as it is today in Nigeria there are no States that had begun the process of implementing local government law
